School of Rock & Roll: Rock & Roll is natural and unstoppable.

Original title: "Rock School": Rock is natural and unstoppable.

  "Rock School" stills

This is an unstoppable world, because we are shouting together! This cry is not only the chorus of all the characters in the play, but also the collective applause and release of the audience. The Broadway musical "Rock School" has once again made the Tianqiao Art Center Grand Theater a grand carnival for opera fans.

The play tells the story of Dewey, the frustrated hero, who accidentally got the opportunity to start the children’s nature by rock and roll. It mocked the rigid education and the stubborn utilitarian values, and returned life to its original appearance. It seems that children’s interpretation is actually a topic that adults should reflect on.

To be fair, as far as the plot is concerned, the musical "Rock School" is an old-fashioned story in American campus dramas and film and television works, and some logic is not reasonable. However, after andrew lloyd webber’s magical musical expression and the wonderful performances of many outstanding actors, especially the elvish young actors, it has become different. The value collision reflected in the play, although it is a cliche, still has a strong realistic criticism in the new interpretation.

However, it is not so much a work that criticizes the shortcomings and values, but rather a masterpiece that explains the spirit of rock and roll. What is rock and roll? Not venting, not rebellion, not paranoia, not yelling! It is in the predicament of modern civilization that it is difficult to break through, and it sends out the voice of human beings for freedom and self-liberation. In the play, the rigid pragmatic education, which blindly pursues the ivy league enrollment rate, is the spokesman for people’s self-suppression and even strangulation of nature. In the fierce competition of contemporary commercial society, a successful life seems to be a solidified standard in the form of "consensus", but it ignores and obliterates individual differences, and even ignores the most basic rights of human beings-that is, human nature originates from nature, and some people run like wild horses like liger, while others like to migrate freely like antelopes and fly casually like birds. And rock and roll is to break the classical tradition, re-recognize ourselves, and restore nature by shouting and releasing.

After decades of smelting, Weber’s music has reached an insurmountable peak. This peak is not only for others, but also means a challenge to oneself. Although this latest work failed to make the expected breakthrough, the lyricism, melody and harmony based on rock and roll are beautiful and smooth, and the characters’ music is vivid, which still exquisitely demonstrates what dramatic music is. The incisiveness of rock and roll did not affect Weber’s reappearance of lyric unique skills, especially children’s solo, duet and chorus. Almost every paragraph was intoxicating and constantly won the cheers of the audience. However, the most amazing thing about Weber’s music is that it is particularly suitable for the characters and the situation. It seems that every note comes naturally from the heart with the plot and is properly on the "point".

Each character has a distinctive musical personality, and he also takes the opportunity to skillfully quote and borrow famous music passages familiar to the audience to highlight his character, and even makes fun of his most classic work "Memories". In the first scene of the music classroom, Luo Lisha, the principal, played stiff and boring classical music with her singing the famous aria after midnight in the opera The Magic Flute. The gorgeous aria of the original is obviously difficult to complete in the vocal range where the role is second to that of the female, but it is deliberately and forcibly reluctant. When it comes to the high notes, it has to pretend to be casually embarrassed or lowered by eight degrees, exposing the workplace and psychological embarrassment of the characters struggling. On a date in a bar, Luo Lisha was designed by Dewey. In his memory, he poured out his heart in the form of voice-changing rock, which formed a strong contrast in music color and further demonstrated the deep significance of rock’s liberation of human nature and inner spirit. I especially appreciate Luo Lisha’s handling of the aria "Where’s Rock and Roll?". She deliberately broke through her mellow timbre, and expressed her role in a wild and unrestrained state with a "sub-roar" singing style, which was very energetic and characteristic.

In my opinion, the overall shaping of Luo Lisha, the principal, is the most successful adult role in the play. What she has done, distorted by performance standards, is a pervert under the jungle law of ruthless business society. I have to put on airs for it, spilling a few drops of innocence from time to time, and the difference between inner and outer makes it very funny and cute. In the end, she resolutely put all her eggs in one basket for the rock of her true love, and gave Dewey a kiss, which symbolized that rock and roll washed away all obstacles.

Of course, the biggest difference of this drama is the collective amazement of the young actors. Their performances, especially their talent in shaping different characters, are extremely infectious. Whether it’s Shamei, a little girl who is a "band manager" with "leadership potential", Billy who wants to be a maverick stylist, or Zach, a guitarist who is always despised by his father, Tommy, who is afraid to express himself as the lead singer in the end, Lawrence, a keyboard player who is not confident but eager to be recognized, Freddie, a cool drummer, Katie, harmony sisters Marcy and Solana, etc., each child’s personality, temperament and emotional expression are extremely vivid and true. In contrast, our kind of children’s "art education", which is particularly good at creating a false and innocent national standard, is really embarrassing.

When Dewey’s "trick" broke through and came home frustrated, the children comforted and encouraged him and inspired his fighting spirit again. This bridge, if put in an adult performance, must be vulgar. However, this group of children actually let the "vulgar" be diluted in the pure singing, and eliminated the shortcomings in the sincerity. Tomika blurted out a well-known American work "God-given Grace" in a hurry. Although it did not reach the ideal preset state, it had a star-like charm and magnetic timbre, which was really rare. The boy Zach said, "Dad, can you really listen to me for once?" The weak but firm voice strongly stopped the father who "imposed his unfulfilled ideals on his children" and sublimated the topic of his own destiny. The subsequent children’s rock "Don’t compromise" pushed the whole drama to a climax without expectation.

In the seemingly regrettable but not regrettable ending, the ultimate idea of the play is revealed through Dewey’s mouth: the hard work in life is not to get ahead, but to make yourself the best and most enjoyable in countless possibilities. Real rock and roll lies in a kind of spirit, an original driving force of life, which comes from blood and faith, unstoppable and uncompromising! (Cheng Hui)

Resolutely stabilize the "basic dish" of agriculture and comprehensively promote the high-quality development of agriculture

  Core tips

Not long ago, the director of the city’s agricultural and rural Committee held a regular meeting in the second quarter of 2023, and announced the "report card" of Chongqing’s agricultural and rural economic development in the first half of the year, four of which were particularly eye-catching.

The added value of the primary industry increased by 4.5%, 0.8 percentage points higher than that of the whole country; The net income of farmers increased by 9%, 2 percentage points higher than that of the whole country; The output of summer grain increased by 1.3%, 2.2 percentage points higher than that of the whole country, and the investment in the primary industry increased by 28.4%, 28.3 percentage points higher than that of the whole country.

"Overall, in the first half of the year, the city’s agricultural and rural economic operation was generally upward, laying a solid foundation for the city’s economic and social development." The relevant person in charge of the Municipal Agriculture and Rural Committee said.

In order to firmly stabilize the "basic dish" of agriculture and promote the high-quality development of agriculture in an all-round way, the Municipal Committee of Agriculture and Rural Affairs systematically and thoroughly implemented the deployment requirements of the municipal party committee and the municipal government for the work concerning agriculture, rural areas and farmers, firmly adhered to the "three bottom lines", vigorously implemented the "Four Thousand Actions", made great efforts to improve the level of "three modernizations", adhered to the "two-wheel drive" of science and technology and reform, pushed the modernization of agriculture and rural areas to a new level, and strived to contribute Chongqing’s strength to building an agricultural power.

"From the perspective of indicators, the comprehensive indicators basically achieved the goal at the beginning of the year, and the indicators of the primary industry increased in an all-round way, and the indicators of the secondary industry were under pressure; From the industry point of view, grain and major agricultural products have increased production in an all-round way, and the basic agricultural disk has continued to be consolidated; From the perspective of districts and counties, a good atmosphere of’ focusing on goals, focusing on key points, pragmatic measures, and catching up with learning’ has basically formed, and the development results are obvious. " The person in charge analyzed and said, "The achievements in agriculture, rural areas and farmers in the first half of the year were remarkable."

A bumper harvest of summer grain is in hand

  Food security was further consolidated.

Food is the first policy, and Gu Weimin lives.

A string of bumper harvest data of summer grain is enough to make Chongqing agricultural producers excited and proud-the data shows that the planting area of summer grain in the city is 5.633 million mu, an increase of 33,000 mu, an increase of 0.6%; The yield per mu reached 220.1 kg, up 1.5 kg or 0.7% year-on-year; The output was 1.24 million tons, up 16,000 tons or 1.3% year-on-year. Summer grain achieved "three growth" in area, unit yield and total output.

In addition, the sown area of rape is 4.454 million mu, the yield per mu is 137.1 kg, and the total output is 611,000 tons, achieving "sixteen consecutive increases" in area, yield and total output.

However, it is not easy for agricultural production to get a "good start".

In the face of unfavorable factors such as spring drought, frequent occurrence of pests and diseases, heavy rain and floods, high temperature and drought in the early part of this year, in order to firmly hold the bottom line of food security, the city’s agricultural and rural systems went deep into the front line to guide production and fully overcome the adverse factors.

For example, in the "first battle" of spring ploughing production, Chongqing coordinated the dispatch of agricultural equipment such as pesticides, seeds, fertilizers and agricultural machinery; Send agricultural technicians and industrial experts to carry out services such as seed selection, seed purchase and front-line guidance of field management; A number of new equipment and technologies, such as 3D printing and sowing technology, unmanned agricultural machinery and flooded direct seeding, are widely used in agricultural production, helping agriculture to save costs and increase efficiency, and tackling key problems in improving yield and quality.

In order to minimize the loss of agriculture caused by heavy rainfall, pests and diseases, Chongqing issued early warning information and agricultural technical guidance in time to remind farmers to take measures such as ditching, film mulching, fertilization and pesticide application in advance, and guide post-disaster production as soon as possible. Especially since June, in the case of the widespread occurrence and rapid growth of "two migratory pests" in rice, Chongqing has organized nearly 200 plant protection professionals to carry out field surveys and systematic investigations for tens of thousands of people. Through 2-3 large-scale prevention and control, rice planthoppers have been basically effectively controlled.

"At present, the planting area of Da Chun crops in the city is 23.786 million mu, an increase of 43,000 mu. The composite planting area of soybean and corn strip is estimated to be 510,000 mu, exceeding the tasks assigned by the state. " The relevant person in charge of the Grain and Oil Department of the Municipal Agriculture and Rural Committee said.

Next, the city will plan the late autumn production as early as possible, organize all localities to organize agricultural materials such as seeds and fertilizers as early as possible, develop the production of late autumn crops such as ratooning rice, autumn potatoes and autumn buckwheat according to local conditions, build the last line of defense for grain production throughout the year, and resolutely stabilize the "basic dish" of agriculture.

In addition, in terms of stable production and supply of important agricultural products, the output of agricultural products such as vegetables, animal husbandry and fisheries increased steadily in the first half of the year. There were 9.791 million pigs, up 4.4% year-on-year, 153,000 cows, up 4.3% year-on-year, 1.752 million sheep, up 0.6% year-on-year, and 107.889 million poultry, up 2.6%. The planting area of vegetables was 6.286 million mu, and the output was 12.222 million tons, which achieved 53.7% and 56.9% of the annual target tasks respectively. The total output of aquatic products in the city was 305,000 tons, a year-on-year increase of 4.99%.

  Agricultural industry upgrading

  High-quality development momentum is strong

Rural revitalization and industrial prosperity are the key. While doing a good job in food security, Chongqing’s rural industries are also booming.

In August this year, the 2023 China "Daba Yam Valley" industry high-quality development and GAP promotion conference of Chinese herbal medicines was held in Chengkou. At the meeting, the "Daba Yam Valley" Chinese Medicine Industry Alliance was established, and an expert think tank of the "Daba Yam Valley" Chinese Medicine Industry Alliance was established, and 12 experts were hired to provide strong intellectual and technical support for the construction of "Daba Yam Valley".

The creation of "Daba Yam Valley" is only a microcosm of Chongqing’s agricultural industry to improve quality and efficiency. This year, Chongqing proposed to upgrade and build a 500 billion-level pillar industrial cluster of food and agricultural products processing, and introduced the "Golden Ten" policy to help the development of food and agricultural products processing industry.

In order to gather strength and wisdom for the development of food and agricultural products processing industry in Chongqing, at the high-quality development industrial ecology conference of food and agricultural products processing in Chongqing held in June, the Municipal Agriculture and Rural Committee hosted three high-quality development salons for fruit and vegetable tea, meat, eggs and milk, and Chinese herbal medicines, inviting experts and enterprises inside and outside the city to share their views, exchange ideas and discuss cooperation, so as to help Chongqing develop food and agricultural products processing industry.

At the same time, in order to promote the construction of the whole agricultural industrial chain, in the first half of the year, the city successfully established Yongchuan National Modern Agricultural Industrial Park with rice and vegetables as the leading industries and Hechuan National Modern Agricultural Industrial Park with pigs and vegetables as the leading industries.

The data shows that in the first half of the year, the added value of the primary industry reached 68.633 billion yuan, an increase of 4.5%, 0.8 percentage points higher than that of the whole country, ranking eighth in the country and sixth in the west. The city’s rural leisure tourism received 161 million tourists, achieving an operating income of 62.638 billion yuan, up 12.6% and 22% year-on-year. The city’s online retail sales of agricultural products reached 9.57 billion yuan, up 15.1% year-on-year.

In addition, in terms of consolidating and upgrading the development of characteristic industries in poverty-stricken areas, this year, Chongqing has insisted on extending production into chains and gathering chains in groups, and promoted the construction of key industrial chains in poverty-stricken areas by listing. By the first half of this year, 14 poverty-stricken areas and counties had newly identified 3 municipal-level "one village, one product" demonstration towns, 64 demonstration villages and 54 newly cultivated municipal-level leading enterprises, which better promoted the development and growth of industries in poverty-stricken areas.

The reform has achieved remarkable results.

Strengthening the village and enriching the people makes the farmers’ pockets more bulging.

Reform is an important magic weapon for rural revitalization. With the deepening of reform, in recent years, many districts and counties in Chongqing have made bold innovations relying on their own resource endowments, and turned many idle and intangible resources into values.

For example, Lanxi Village, Lantian Township, Chengkou County invested in scenic resources at a discount of 4.95 million yuan, including river banks, husband and wife trees, sightseeing trails and other attractions and facilities, and cooperated with a company to develop rural tourism, so that more villagers could eat "tourist meals".

"The’ three changes’ reform is an important starting point for deepening the reform of rural collective property rights system, revitalizing rural resource assets, activating rural resource elements, and developing a new rural collective economy. It is also an important measure to consolidate and expand the achievements of poverty alleviation." The relevant person in charge of the Municipal Committee of Agriculture and Rural Affairs said that Chongqing has explored various paths such as joint-stock cooperation to develop and expand the new rural collective economy and let more farmers enjoy the reform dividend in accordance with the principles of appropriate agriculture, appropriate industry, appropriate business and appropriate travel.

In addition, in order to strengthen the rural collective economy, this year, Chongqing regards strengthening villages and enriching people and promoting income increase as the primary measure of "promoting the action of increasing farmers’ income and getting rich", and actively explores various ways to develop the new rural collective economy, such as resource contracting, property leasing, intermediary services, and equity participation.

Ping ‘an Township, fengjie county used to be a deep poverty-stricken township at the municipal level, and now it is a demonstration township to consolidate and expand the achievements of poverty alleviation and effectively link up with rural revitalization. Since 2018, the township has begun to explore the mode of joint venture between business entities and farmers, so that farmers can at least have four channels to increase income: fixed dividends for land transfer, direct subsidies for benefiting farmers, dividends for holding shares of financial funds, and local workers. Farmers have not only become shareholders, but also increased their income. The life of villagers has become more and more prosperous.

According to the data, in the first half of the year, 73% of the villages in operational income, the village collective economic organization, and 47% of the villages in operational income, the village collective economic organization, reached 100,000 yuan. Seven districts and counties, including Banan, Shapingba, Liangping, Chengkou, Dianjiang, Wulong and Shizhu, have carried out rural property rights transfer transactions, with a total transaction volume of 348 million yuan.

Sprint all out for the second half

Hand over the satisfactory answer sheet on agriculture, countryside and farmers.

In the first half of the year, the city’s agricultural and rural areas handed over bright "transcripts", but the challenges and pressures to complete the annual goals and tasks are not small. First, the situation of agricultural disaster prevention and mitigation is more severe; Second, some industries are difficult to operate; The implementation progress of agricultural budget funds is lagging behind.

"In order to hand over satisfactory answers to the questions concerning agriculture, rural areas and farmers, we must make persistent efforts to sprint for the second half. The key points are to grasp key indicators, key projects and key reforms." The relevant person in charge of the Municipal Agriculture and Rural Committee said.

In terms of the added value of the primary industry, on the basis of promoting the coordinated development of planting, animal husbandry, fishery and forestry, we will focus on tapping the growth potential of cash crops and facility agriculture; In terms of farmers’ income, we should stabilize operating income, transfer income, expand migrant workers’ income and develop property income. At the same time, we should pay close attention to low-income farmers, low-income poverty-stricken households and low-income monitoring households and formulate special plans to increase income.

In terms of grain production, we should focus on autumn grain production, play a key role in late autumn production, and ensure the completion of the annual grain production task; In the agricultural product processing industry, we should focus on the regulated agricultural product processing enterprises, provide one-on-one assistance and guidance, resume production and promote growth; In terms of collective economic income, we will focus on strengthening the accurate assistance and guidance of low-income villages.

Solidly promote the "4,000 Actions", do a good job in upgrading 10 million mu of high-standard farmland, cultivating 100 billion-level ecological characteristic industries, promoting tens of millions of farmers to increase their income and become rich, and demonstrating the creation of thousands of Bayu and beautiful villages.

Taking the comprehensive reform of strengthening villages and enriching the people as the starting point, we will comprehensively deepen rural reform, focusing on the implementation of "unification and seven reforms", that is, improving the system and mechanism of party building, promoting village-level planning and management mechanism, agricultural "standard land", strengthening village companies, activating rural construction land, "three changes" and "trinity", smoothing the flow of urban and rural factors, and empowering farmers in Chongqing, so as to promote the sustained improvement of the agricultural and rural economic situation in the city.

People’s direct attack: two girls were killed and one injured, who was at fault?

On the 39th day after Zhou Zhe’s death, "Office Xiao Ye" officially resumed the video update. And Zhou Zhe’s life, forever fixed at the age of 14.

On August 22nd, Zhou Zhe and Xiaoyu, two girls in Zaozhuang, Shandong Province, imitated the short video released by online celebrity, and exploded when they made their own popcorn in household cans, killing one person and injuring another. Zhou Zhe’s family said in an interview with the media that the two girls used their mobile phones to watch a short video of "Pop-can Homemade Popcorn" posted by online celebrity called "Office Xiao Ye" in Tik Tok.

Zhou Zhe’s death has aroused great public concern. The responsibility of family members, "Office Xiao Ye" and short video platform has become the focus of hot discussion. The "Office Xiao Ye" team reached a settlement agreement with the families of the two girls by paying aid. After the accident, Zhou Zhe’s family also contacted the Tik Tok platform, hoping that the other party would be responsible for the consequences of its poor supervision. "But they shirked that they are customer service and can’t manage this matter." Zhou Zhe’s father told reporters.

Zhang Shiwen, a lawyer of Shanghai Huiye Law Firm, said that bailout money is an economic subsidy provided by one party to the other for humanitarian reasons, not a legal definition. The party providing the aid is not necessarily at fault. The compensation is usually the money paid by the responsible party to the injured party.

Today is the 49th day of Zhou Zhe’s death. By the end of July, Zhou Zhe’s family didn’t wait for compensation, only "relief money". No one admitted responsibility for Zhou Zhe’s death except Zhou Zhe’s parents.

Although the short video of "Pop-can Homemade Popcorn" released by "Office Xiao Ye" has been removed from the shelves in Tik Tok, when the reporter searched on other short video platforms with related keywords, it was found that there are still similar videos spread without safety tips.

The question that the public cares about is: Can Zhou Zhe’s death bring about changes? How to avoid the recurrence of tragedies in the future?

Chen Tangfa, a professor at the School of Journalism and Communication of Nanjing University and a scholar of media law, believes that the platform party should do its duty to remind the spread of short video content with obvious risk or probability of injury on the premise that minors constitute an important component of its users. In addition, he suggested that the relevant departments should increase their legal obligations to short video uploaders. "Short video producers should be required to give necessary explanations on the possible dangers of their videos and how to avoid them."

Traceability:

Two underage girls imitated "pop-can homemade popcorn", one died and one was injured.

On August 22, 14-year-old Zhou Zhe and 12-year-old Xiao Yu exploded while making popcorn in household cans.

In an interview with the media, Zhou Zhe’s family said that the two girls watched a short video of "Pop-can Homemade Popcorn" posted by online celebrity called "Office Xiao Ye" on Tik Tok on the same day, so they also learned to make popcorn. The first time alcohol was ignited, the corn did not turn into popcorn, and after alcohol was poured again, it exploded.

Both girls were burned to varying degrees. Among them, 14-year-old Zhou Zhete was severely burned to 96% and died on September 5.

This incident has aroused public concern. Regarding who should be responsible for the accident, Zhou Zhe’s family believes that the family members are responsible, but the video publisher "Office Xiao Ye" and the platform Tik Tok are also responsible. They have proposed to sue the video publisher and the short video platform.

"Office Xiao Ye" responded in Weibo, saying that Zhezhe’s and Xiaoyu’s accidents were by no means imitating their own videos, but they were willing to provide whatever help they could for Xiaoyu’s follow-up treatment and Zhezhe’s family, and would continue to launch strict self-examination, permanently removing all videos with potential security risks from their accounts on the whole platform.

According to the Beijing News, representatives of the "Office Xiao Ye" team went to Zaozhuang, Shandong Province on September 16th to meet and discuss with Zhou Zhe and Xiaoyu’s family members. The two sides agreed not to consider the division of responsibilities, but only to talk about how to deal with the aftermath. Later, on 17th and 18th, the "Office Xiao Ye" party reached a settlement agreement with Zhezhe and Xiaoyu’s family one after another, giving them a one-time aid.

Zhang Shiwen told reporters that aid money is common in reconciliation and mediation mechanisms. "From a legal point of view, the party providing the aid is not necessarily at fault, and the amount is not specified."

Zhang Shiwen also mentioned that according to the law, compensation is usually paid by the responsible party to the injured party, "that is, the responsible party damages the interests of others in the course of its behavior and pays the injured party in cash, in kind and other material ways. The calculation method of compensation will have a corresponding legal basis and the amount is usually greater than or equal to the losses actually suffered by the injured party (such as property losses, personal injuries, etc.). "

Less than a month after the signing of the settlement agreement, "Office Xiao Ye" took the lead in restoring the video update of Weibo’s account on October 14th. Subsequently, it was resumed and updated on today’s headlines, watermelon videos, WeChat WeChat official account, volcano videos and platforms such as bilibili and Tik Tok.

The reporter tried to contact the two parties about the content of the agreement. Zhou Zhe’s father said that when signing the agreement, he had promised the other party not to disclose the settlement information. The "Office Xiao Ye" party failed to give the reporter’s WeChat application, and Weibo and WeChat WeChat official account did not reply to their private letters about the interview.

Regarding the prosecution of the Tik Tok platform mentioned earlier, Zhou Zhe’s father told reporters that the matter has been handled. When he signed a settlement agreement with "Office Xiao Ye", he agreed not to pursue their responsibility with the Tik Tok platform. "I can’t break my promise and can’t pursue it again."

According to Peng Dingdai, a professor at Nanchang University Law School, there are three types of subjects who should bear the responsibility in this accident. One is the guardian of the minor who has no ability to distinguish and control certain things, that is, the parents of the victim; The second is the producer of the video. As an adult, he should expect others to imitate his video, which is likely to lead to danger, so he should give safety tips in prominent parts of the video. The platform for video distribution is the third party that needs to be responsible.

"The platform should fulfill its obligation to censor videos containing bad information, including those that are dangerous, lead people to commit suicide, pornographic, etc." As for the specific responsibility, Peng Dingdai said that evidence is needed in law.

Phenomenon:

Short video imitation causes casualties or public security incidents from time to time.

A Jian still has a scar on his right eyelid, which was left after he failed to imitate an action challenge short video called "double somersault".

This is an action that needs to be completed with friends, that is, two people stand face to face, one person bends down and puts his hands out from the middle of his legs; The other person grabs his outstretched hands and flips them up 180 degrees. If he succeeds, he will finish riding his waist, and if he fails, he will be injured.

Two years ago, when the short video was just on fire, A Jian liked to watch some creative, spoof and interesting videos. After watching many short action videos, he chose some actions suitable for challenging with his friends and successfully completed them many times. A Jian told reporters that he also watched a lot of highlights of the failure of such action challenges. "I feel that I have no problem and I can do it completely."

Unexpectedly, failure came. When challenging "double somersault" with a new friend, the other party used too much force when turning up, and the direction was not accurate. His forehead suddenly hit Ajian’s glasses. "The glasses burst on the spot and his eyes could not be opened."

Recalling the scene at that time, A Jian was scared in his heart. "Fortunately, it is not serious, otherwise his eyes may be blind."

The reporter then searched and found that the video of "double somersault" can still be seen on many platforms, and some of them have added a warning that "this behavior is risky, please don’t imitate it easily", but there are still more videos not attached. Such casualties or public security incidents caused by imitating short videos have occurred many times in all parts of the country.

According to Hubei Jingshi, last year, a father in Wuhan also failed to challenge his two-year-old daughter to "double somersault", and missed when he flipped 180 degrees upwards, resulting in the child’s head landing, serious spinal cord damage and inability to move his upper body.

Also last year, "Live Hainan" reported that three children in Ding ‘an County, Hainan were injured by firecrackers because they imitated the live video of fast hands to make "Mountain Pig Cannon"; The Legal Evening News reported that an 8-year-old boy in Xi ‘an, Shaanxi Province, imitated the video of Tik Tok’s "sticky tape on the door", causing his 6-year-old brother to fall and be covered in blood.

According to Weibo, the official of Shaoshan Public Security Bureau, Hunan Province, two men who had drunk were driving their motorcycles home, so they imitated a short chat-up video and blocked a lady on the road. After the police arrived at the scene, the two men also pushed and insulted the police. Finally, the two were sentenced to administrative detention for 20 days respectively.

According to Zhang Shiwen’s analysis, video publishers generally have a mature operation team and a huge fan base. Short videos are widely spread on the Internet as soon as they are issued, and video viewers lack professional guidance when imitating short video content, which is more likely to be dangerous.

Behind:

Netizens imitate short videos and have frequent accidents. online celebrity earns considerable income by realizing traffic.

The "Xiao Ye in the Office" in the incident of "Girl Imitates Homemade Popcorn and Dies" was hailed as the first online celebrity in 2017. She became popular on the Internet with her brain-opening food videos. Her representative works include cooking hot pot with a water dispenser in the office, roasting fat beef with an iron, and spreading pancakes in the box.

With its huge traffic, "Office Xiao Ye" realized the realization of revenue and performed well in entering overseas platforms. According to a special report in The China Journal, she ranks first in the number of fans in China, a YouTube platform. Previously, NoxInfluencer, a platform for analyzing YouTube’s online celebrity data, announced the income of YouTube in online celebrity: the monthly income of advertising alliance in office Xiao Ye is 4.59 million, and the annual dividend is expected to be 55.08 million.

However, Nie Yangde, CEO of Xiao Ye’s Onion Video, once told the media that the data is not true, but Xiao Ye’s income on YouTube is indeed considerable.

When the reporter browsed the Tik Tok platform, he found a short video producer "Wanzi Mo" who is as creative as "Office Xiao Ye". She has more than 8 million fans and was certified as "creator of quality life field" in today’s headlines.

In the video, the self-made barbecue grill, juicer, etc., the sharp objects such as wood saws, chainsaws, sickles, etc. are still visible, and several videos browsed randomly by reporters have no step descriptions and safety risk tips, so users, especially minors, are prone to accidents when imitating.

In the name of business cooperation, the reporter consulted the company where "Wanneng Zimo" is located, and the other party replied to an October business price publication.

In the example, the reporter saw that in a short video platform, the company’s 11 IP accounts have different charges for business promotion according to the total number of fans, the total number of works and the total number of likes. In the promotion of 0-20 seconds, the "hand price" ranges from 7800 yuan to 108000 yuan, and in the range of 21-60 seconds, the price ranges from 9000 yuan to 180000 yuan.

In this network era, everyone can be a online celebrity, and it can be a fire in minutes. For users, in addition to watching these videos released by online celebrity, many ordinary people also want to pick up their mobile phones and shoot videos to get more likes and onlookers.

At this time, imitatable content is more likely to stimulate users to spread. In particular, fun, interesting, novel and even curious movements, dances and plots are all elements that users prefer to imitate. These conditions are often linked to their traffic and are easily recommended by the platform and become explosions.

The short video platform quickly gathers users of the same kind by challenging, bringing topics, bringing labels, etc., so the popular short videos such as "splashing water into ice" and "ice drift" are all dangerous, the former may be scalded, and the latter will lead to drowning.

According to media reports, in the first two days of this year, there were three drowning accidents caused by driving on the ice in Shanxi, Tianjin and Heilongjiang.

The reporter searched for "splashing water into ice" under the "topic" column of Tik Tok platform and the "tag" column of Aauto Quicker platform, and found that there were 9,388 videos under the topic of the former platform, with a broadcast volume of 240 million times, while there were 219 works in the tag of the latter. The reporter randomly browsed several videos on the two platforms and found that there were no security risks.

After the girl passed away imitating homemade popcorn, the related videos have been removed from the Tik Tok platform. However, when the reporter searched on other short video platforms with related keywords, he found that there are still similar videos without safety tips.

Expert:

The short video platform needs to consider both economic and social benefits.

Accidents happen frequently when imitating short videos. Why are there still many video contents with hidden risk factors in major short video platforms?

Chen Tangfa believes that this is because the iron law of market economy-"high risk must be accompanied by high return" is also reflected in the pursuit of Internet content. "The curse of’ traffic is king’ urges network service providers to ignore content security intentionally or unintentionally, and’ risk’ can become a’ selling point’."

After such accidents, short video platforms have repeatedly fallen into controversy. Tan Tian, a professor at the School of Journalism and Communication, Jinan University, said that the platform has the responsibility to regulate and explain such videos with security risks and involving technology.

"Office Xiao Ye" once said in an apology that he was reminded by a private letter from @ Chengdu Public Security Fire Brigade Guan Wei before he realized that there might be security risks in the video. Later, they added dangerous operation tips to videos that thought there were hidden dangers. "Now it seems that such tips are far from enough." She wrote.

Tan Tian told reporters that for this kind of online celebrity who has reached a certain number of fans, the greater the traffic, the greater the social responsibility, and their every move will have an impact. "online celebrity is not aware of this (safety hazard) problem, and the platform side should strengthen supervision."

Peng Daiding believes that maintaining a civilized, clean and green network environment is not only a legal responsibility, but also a social responsibility for platform operators.

"(The platform side) can’t just be an indicator of profit, but should assume corresponding social responsibilities and consider economic and social benefits as a whole."

With the rapid development of short video industry, chaos followed. From the recent death of "girls imitating homemade popcorn" to the collective praise of underage mothers before, from eating raw pork to using "dirty jokes" and other eyeballs, strengthening supervision has long been a public concern.

The government level has responded one after another. The relevant regulatory authorities have talked about the short video live broadcast platform many times, asking it to further improve the mechanisms such as content review and release, security policy management, and use the correct values to guide the algorithm to create a clean and honest cyberspace for the majority of netizens, especially teenagers.

On January 9th this year, China Network Audiovisual Program Service Association issued two industry specifications, namely, Management Specification for Network Short Video Platform and Detailed Rules for Auditing Standards for Network Short Video Content. The requirements for the network platform are higher, the standards for content audit are stricter, and the platform management is more operational.

In order to prevent minors from indulging in short videos, since April this year, the National Network Information Office has guided short video platforms such as "Tik Tok", "Aauto Quicker" and "Volcano Video" to pilot the online anti-addiction system for teenagers.

For the supervision of short video platforms, Peng Daiding believes that the platform itself can pre-audit the video content by using automatic identification and other technical means, while for those whose technical audit can not meet the requirements, it is necessary to invest some funds to strengthen manual audit.

Tan Tian suggested that the platform should set certain standards for the uploaded video content, and any citizen can report any violation of the standards. In terms of manual audit, he said that the platform can mobilize netizens or relevant experts and scholars to set up professional committees.

"Some of them can be handled by algorithms and machines, and some of them can’t be handled. They must be manually reviewed. Is there anything wrong with the content and whether there are any security risks? Will it induce young people, especially those with large fans and traffic, and they need manual review. (These) can’t save trouble, and the platform user base is large, so it is necessary to strengthen the responsibility. "Tan Tian said that if the manual can’t judge, you can hire relevant experts to judge." Some hidden danger experts can see the problem, such as those involving fire, and need fire experts to look at it. "

Chen Tangfa suggested that relevant departments need to increase their legal obligations to short video uploaders. "Short video producers should be required to make necessary explanations on the possible dangers of their videos and how to avoid them. This explanation should be regarded as an important element for uploading short videos, otherwise, no matter whether actual injury incidents occur or not, they will be held accountable."

The second is to strengthen the actual effect of user reporting. That is to say, if the content reported by the whistleblower is really dangerous, the administrative fine for investigating the responsibility of the platform will be rewarded to the whistleblower according to a certain proportion, and it is indeed a combination of "everyone’s responsibility" and "everyone’s benefit" to truly implement the network governance principle of group prevention and group governance by legal means.

One side is in trouble and all sides support it! Vegetables donated by caring people from many places have been shipped to Wuhan.

Cctv newsThe epidemic situation in Wuhan affects the hearts of people all over the country. There is an old saying in China that when one party is in trouble, all sides will support it. These days, vegetables donated by caring people from many places have begun to be shipped to Wuhan. There are also many caring people who donate the most scarce masks for free. It can be said that the epidemic is at the forefront and the warmth is warm.

Deyang, Sichuan: caring people help 100 thousand Jin of vegetables to be shipped to Wuhan

The real name of "Big Tree Brother" is Pan Dashu, a native of Deyang, Sichuan, and there are more than 50 acres of seasonal vegetables at home. Two policemen chased out of the duty room, but the young man waved and left only a back. Two policemen faced the young man’s back and thanked him with a salute.

New energy vehicles go to the countryside to speed up again

Source: Ministry of Industry and Information Technology Cartography: Wang Zheping

Recently, new energy vehicles have repeatedly received favorable policies for going to the countryside. The the Political Bureau of the Communist Party of China (CPC) Central Committee meeting stressed that it is necessary to boost large-scale consumption such as automobiles, electronic products and homes; The "Measures on Restoring and Expanding Consumption" proposes to implement policies such as building a high-quality charging infrastructure system, supporting new energy vehicles to go to the countryside, and continuing and optimizing vehicle purchase tax reduction and exemption for new energy vehicles; The National Development and Reform Commission and the National Energy Administration issued opinions, calling for accelerating the construction of charging infrastructure and better supporting new energy vehicles to go to the countryside and rural revitalization; The Ministry of Commerce made it clear that the "Consumption Boosting Year" would focus on key areas, and organized the activity of new energy vehicles going to the countryside in thousands of counties and towns … …

What is the implementation of relevant policies? How to better meet the needs of the masses? How to build a supporting service system? The launching ceremony of this year’s new energy vehicles going to the countryside was held in Jingmen, Hubei Province a few days ago. The reporter conducted an investigation here.

  — — Editor

"I deliberately got up early on weekends, and there are still many people watching cars!" The 4S shop was crowded, and Li Chengwu and his wife followed the salespeople closely. The newlyweds, who live in Levin Town, Shayang County, Jingmen City, planned to buy a new energy car at the beginning of the year, so they have to make a good choice when they go to town this time.

In June this year, the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Agriculture and Rural Affairs, the Ministry of Commerce, and the National Energy Administration simultaneously launched the 2023 new energy vehicles going to the countryside in Wuxi, Jiangsu, Qionghai, Hainan, and Jingmen, Hubei. The model that Mr. and Mrs. Li Chengwu are interested in happens to be among them, and there are many discounts.

The construction of charging piles goes ahead, and the market demand in counties and townships continues to be released.

Why is China-Italy new energy vehicle? Li Chengwu and his wife calculated the account: buy a model with a battery life of 200 kilometers and charge it once a week to meet the daily travel needs; Using public fast charging facilities can save three or four thousand yuan a year compared with fuel vehicles.

Convenient and affordable, it has become the main consideration for many customers to buy cars. Haodi Company is BYD’s general agent in Jingmen area. Chen Quan, sales manager, told reporters: "Recently, the company’s monthly turnover has stabilized at more than 200 vehicles, and many more customers have bought cars from counties and villages." It is understood that BYD originally had only two 4S stores in Jingmen, and now it is planning to open new stores in county-level cities such as Jingshan and Zhongxiang.

Why should we promote new energy vehicles to the countryside? According to the study of electric vehicle travel in rural areas of China, by 2030, there will be nearly 160 vehicles with 1,000 people in rural areas of China, with a total of over 70 million vehicles, and the market scale may reach 500 billion yuan. Peng Yong, deputy director of Jingmen Economic and Information Bureau, said that the market penetration rate of pure electric vehicles and plug-in hybrid vehicles is 15.9% and 10.4% in counties and villages of the city, which still has great growth potential compared with the central city.

What is the first problem to be solved to stimulate growth potential? Cui Dongshu, secretary general of the National Passenger Car Market Information Association, believes that the construction of charging piles must be laid out in advance for new energy vehicles going to the countryside.

When the reporter came to Levin Town, he met Dai Feilong, a new energy owner, in a parking lot: "Two years ago, there was a slow-filling pile in the town, and I bought a pure electric car. Now a new fast-filling pile has been built, which can be fully charged in less than an hour, which is more convenient. "

Since 2021, State Grid Jingmen Power Supply Company has built charging facilities in 52 towns and villages in the city. This year, it has completed upgrading and expansion, and built 58 DC fast charging stations, equipped with 112 fast charging piles and 120 slow charging piles, which is the first in the province to achieve full coverage of fast charging piles in towns and villages. From January to June this year, the charging capacity of charging piles in Jingmen township increased by 182.33% year-on-year, ranking first in the province.

"The charging piles at the entrances and exits of township expressways and popular tourist villages are used frequently, and we have added fast-filling piles." Huang Kai, head of the electric vehicle business of State Grid Jingmen Power Supply Company, believes that the charging infrastructure should be built in front, so that consumers can have no worries.

When new energy vehicles enter the village, the demand for personal charging piles is greater. Not long ago, Yu Liangrui, a villager from Zengmiao Village, Zilingpu Town, Dongbao District, Jingmen City, applied for charging pile installation business on his mobile phone. On the same day, the staff of State Grid visited the site to complete the on-site investigation; Two days later, the charging pile was electrified. "Many families in rural areas have single-family houses and have enough space to install personal charging piles. This advantage makes it difficult for towns to compete. " Huang Kai said.

Demand upgrade leads product iteration, and vehicle functionality is continuously enhanced.

Set up tents, put up banners and put gifts … … In Macheng Town Square, Duodao District, Jingmen City, the off-line tour of new energy vehicles attracts residents to experience.

For several years, Chen Quan first drove the demo car to the boundary far away from the city. "In less than half a day, the contact information of several interested customers has been added." Chen Quan said that there will be more exhibitions in towns and villages.

Xiao Liu, a staff member of Macheng Industrial Park, bought a plug-in hybrid car two years ago. Now he is a little annoyed. "I should have bought pure electricity at the beginning." She found that the touring models not only have longer cruising range and faster charging speed, but also add practical new functions such as smart parking and digital keys.

Compared with the early years when cars went to the countryside to mainly solve the problem of "whether there is", now with the improvement of consumption level, new energy vehicles have to solve the problem of "whether it is good or not". Chen Jintao, deputy director of the Economic and Information Bureau of Duodao District, exemplified that some middle-aged consumers are facing the demand for vehicle redemption, and whether the cruising range is sufficient is the main consideration; For young people who buy the first car, the new "gameplay" related to assisted driving and intelligent network connection is more attractive.

The reporter consulted the catalogue of four rounds of new energy vehicles going to the countryside and found that only 10 companies and less than 20 models initially participated in the countryside, most of which were traditional car companies. This year, the number of models going to the countryside has increased to 69, which has opened up the distinction in terms of price, function and power, and some mid-to high-end models have also been included.

Products are iterative with the upgrading of demand, and so are commercial vehicles. According to the data of the Ministry of Industry and Information Technology, in 2022, the sales of new energy commercial vehicles in China accounted for about 1/10 of the total sales of commercial vehicles. The reporter learned that among commercial trucks, the micro-closed van that the masses call "micro-surface" is the mainstream model and is often used for short-distance logistics transportation.

Liu Jun is a pure electric micro-surface user of Dongfeng Motor, who lives in Tuanlinpu Town, Duodao District. In the early morning, he drove agricultural products to the vegetable market in the city. In his spare time, he took orders to distribute food and department stores on the group buying and pulling platform, and traveled more than 100 kilometers every day. However, occasionally receiving a list of decoration building materials made him quite puzzled: "It is not easy to put a water pipe three or five meters long in the car. If only the cargo compartment were bigger. "

For Liu Jun, the car should not only run fast but also save money and be reliable. Pan Chonggang, deputy director of the commodity planning department of Dongfeng Motor Co., Ltd. said that the pure electric micro-surface currently sold by Dongfeng is based on the original passenger micro-surface "oil to electricity", and the loading capacity is limited. To this end, they decided to upgrade the product line and design a brand-new pure electric micro-surface model.

The R&D team was stationed in rural areas of Zhejiang and Hubei to investigate the use scenarios such as express delivery into the village. "We found that the hillside into the village is slippery, and the car should have good handling stability and sufficient power; In order to facilitate loading and unloading, the volume of the cargo compartment should be increased to at least 5 to 6 cubic meters, and spacious side doors and tailgates are needed. " Pan Chonggang said, "The new pure electric micro-surface car has been tested and is planned to go on the market next year."

The supply of affordable vehicles needs to be strengthened, and shortcomings such as after-sales maintenance need to be filled.

From urban areas to counties, towns and villages, with the gradual sinking of the market, consumers need different models. The reporter found in the interview that the cruising range of 300 kilometers is too short for some urban consumers, but it may be too long in the village — — Many villagers make a living by farming or small businesses, and are unwilling to pay for miles they don’t need.

Zheng Peng, secretary-general of Hubei Electric Vehicle Circulation Association, said that the models purchased by county and township consumers are mainly A00-class mini new energy vehicles and A0-class small new energy vehicles, accounting for about 60% to 70%, and the price ranges from 50,000 to 80,000 yuan.

"For some consumers who only need to travel instead of walking, electric three-wheeled and four-wheeled vehicles are more attractive; For fellow villagers with production needs, the cargo capacity of new energy trucks is generally small, and there are not many optional brands of commercial vehicles such as pickup trucks, light trucks and micro-noodles. " Zheng Peng suggested that relevant enterprises should reduce costs and increase efficiency from product design, supply chain and other aspects, develop more "explosive" products for the rural market, and constantly explore the market "blue ocean".

What aspects can be improved to promote new energy vehicles to the countryside?

The charging facilities in township areas are scattered, and the construction and management costs are high. Huang Kai opens the monitoring page of the charging station in the operation center of State Grid Vehicle Networking Platform on the computer, and four colored circles indicate the utilization rate, failure rate, offline rate and charging success rate of the station. He admits that in the past year, the supply of slow filling piles in towns and villages in the city has exceeded demand, and the utilization rate is generally not high; However, in the peak period of returning home such as the Spring Festival, the demand for fast filling piles is in short supply.

According to estimates, according to the calculation of adding 6,000 new energy vehicles every year in Jingmen City, the centralized charging load in the city will reach 250,000 kilowatts in 2030. "There are more and more users installing personal charging piles now. Adding a slow-filling pile is equivalent to adding four 1.5-horse air conditioners, which greatly improves the requirements for transformer capacity. " Huang Kai is worried that the relatively weak rural power grid is difficult to load.

At the same time, the blocking point of after-sales maintenance also needs to be cleared. Some car owners report that many auto repair shops can’t repair new energy vehicles. Zheng Peng introduced that the maintenance of fuel vehicles is mainly mechanical maintenance, while the maintenance of new energy vehicles is mainly in battery circuits, and having an electrician’s operation certificate is the basic threshold. At present, there is a market gap of more than 40% for technicians who are proficient in "three electricity" maintenance such as batteries, motors and electronic control systems.

Focusing on the bottleneck problem that restricts new energy vehicles from going to the countryside, relevant measures are being improved from top-level design to local practice. The "Implementation Opinions on Accelerating the Construction of Charging Infrastructure to Better Support New Energy Vehicles to the Countryside and Rural Revitalization" puts forward 11 specific measures in three aspects, and strives to promote new energy vehicles to the countryside by moderately advancing the construction of charging infrastructure and optimizing the purchase and use environment of new energy vehicles. "Some vocational schools in Hubei Province have set up new energy auto repair majors, and the Provincial Electric Vehicle Circulation Association is also carrying out new energy auto repair technician training business, and plans to jointly develop and launch new energy vehicle battery maintenance standards with insurance companies." Zheng Peng said that the road will be smoother when new energy vehicles go to the countryside.

Meet the demand of over 20 million electric vehicles by the end of the 14th Five-Year Plan —— Build charging infrastructure moderately ahead of schedule.

A few days ago, the National Development and Reform Commission and other 10 departments jointly issued opinions to further enhance the service support capability of electric vehicle charging infrastructure, and made it clear that by the end of the "Tenth Five-Year Plan", China will form a moderately advanced, balanced, intelligent and efficient charging infrastructure system, which can meet the charging needs of more than 20 million electric vehicles.

According to the data of China Electric Vehicle Charging Infrastructure Promotion Alliance (hereinafter referred to as the Alliance), by the end of 2021, the number of public and private charging piles in China totaled 2.617 million, up 70.1% year-on-year. Tong Zongqi, director of the Alliance Information Department, said that the popularization of China’s charging infrastructure is very fast, and there will be a major breakthrough in 2022, and the service capability will be the core of the future competition in the charging infrastructure industry.

Private charging piles should be the main force

The data shows that in 2021, the number of charging piles installed on the vehicle in China reached 597,000, up 323.9% year-on-year, more than three times. Private charging piles are convenient to use, and the charging price is charged according to the civil electricity price standard of "combined users", which is relatively more favorable. Cui Dongshu, secretary-general of the National Passenger Car Market Information Association, believes that home charging is the development trend, and the overall structure of the future charging infrastructure should be mainly private charging piles, supplemented by public charging piles.

However, according to statistics and surveys, about 50% of car owners in China are unable to install charging piles in their communities at present, mainly because of "selfless home parking spaces" and "community properties are not allowed".

Tong Zongqi said that there are four main ways to solve the problem of residents charging in the community at this stage. First, unified construction and management, developers should do a good job in planning and unified construction management when building new communities; The second is the sharing of private piles; The third is to build public charging facilities in the community; The fourth is to build a storage and filling integrated station or a storage and filling integrated pile.

At present, special supporting policies have been issued in many places in terms of unified construction and management and private pile sharing. The Beijing Urban Management Committee recently drafted the Opinions on Strengthening the Construction and Management of Electric Vehicle Charging Facilities in Residential Areas, and solicited opinions from the society. The exposure draft proposes to strictly implement the proportion of charging facilities in new residential areas. The newly-built residential area project should strictly follow the planning and design standards to implement the requirements for the proportion of charging facilities or the expected installation conditions, and include the construction of charging facilities in the scope of project acceptance. The exposure draft also proposes that Beijing will provide power supporting services while accelerating the construction of charging facilities in residential areas, and encourage the sharing and utilization of self-use charging piles.

Many enterprises have made substantial progress in the construction of public charging facilities in residential areas. Kang Yong, chairman of Dupu (Suzhou) New Energy Technology Co., Ltd. told the reporter that since the establishment of the first Dupu E station in November 2020, the company’s related business has developed very fast. Up to now, it has covered more than 400 middle and high-end communities in China, and it is expected to cover more than 2,000 communities in 2022. In this regard, Tong Zongqi said that the unified construction of community public piles by operation service providers can not only effectively make up for the gap of private piles, but also facilitate the car owners to charge nearby, which is worth promoting.

Public charging piles are relatively concentrated.

There is a public charging station near the South Fourth Ring Road in Beijing, which mainly provides energy replenishment services for new energy vehicles in the surrounding Xinfadi market and several residential areas. Even in the early hours, the utilization rate here is basically maintained at 100%.

Li Cheng, who lives nearby, often comes here to charge his car. He told reporters that the overall feeling is that the distribution of charging piles in Beijing is relatively concentrated, with more urban areas and fewer suburbs, more charging piles in new facilities and fewer charging piles in old communities.

Centralized layout is not only the reality of Beijing, but also the current distribution of public charging piles in China. Judging from the alliance data, it is mainly reflected in two aspects. One is the relative concentration of regions. From a national perspective, the number of public charging piles in the top ten regions accounts for over 70%. The other is that operators are relatively concentrated.

By the end of 2021, the number of public charging piles operated by national charging operation enterprises exceeded 100,000, including Star Charging, Special Call, State Grid and Yunkuai Charging. The total number of public charging piles in these four head enterprises reached 850,000, accounting for 74% of the total.

According to the relevant person in charge of TELD New Energy Co., Ltd., up to now, the accumulated charging capacity of the company has exceeded 11 billion kWh. At the same time, the country’s largest Internet cloud platform for charging industry has been built, with 350,000 charging piles connected to the platform, with an average daily charging capacity of 12 million kWh and 15,000 service enterprises.

Tong Zongqi said that the public charging field is divided into two types: B-end operating vehicles and C-end private cars, and B-end vehicles generally have their own charging stations or fixed charging stations. The charging problem of this part of the car has been basically solved. At present, the problem mainly focuses on the difficulty of charging people’s own cars. This requires car owners to plan in advance, and also requires relevant operating companies to gradually improve their services.

Double the number of power stations

The main way to replenish energy for new energy vehicles is to change electricity. In the past two years, the power exchange mode has been heating up, and even Contemporary Amperex Technology Co., Limited, a battery head enterprise, has recently announced that it will cut into the power exchange track.

By the end of 2021, there were 1,298 power stations in the top ten areas of China, which doubled compared with 2020. The top three operators are Weilai, Aodong and Hangzhou Botan. In the past year, Weilai has obviously accelerated the construction of power stations, with an increase of 614 power stations in 2021.

At the policy level, power exchange has also ushered in new benefits. On February 10th, the National Development and Reform Commission and the National Energy Administration issued the Opinions on Improving the System, Mechanism and Policy Measures of Green and Low-carbon Energy Transformation, demanding to improve the clean alternative policy of energy in the transportation field. We will promote large-capacity electrified public transport and clean energy vehicles such as electricity, hydrogen energy, advanced bio-liquid fuel and natural gas, improve the layout and service facilities of charging and replacing electricity, hydrogenation and gas filling (LNG) stations, and reduce the energy cost of clean energy in the transportation field.

Tongzongqi analyzed that for enterprises, changing power stations requires high construction costs and maintenance costs. Generally speaking, power exchange may be more suitable for the commercial field, and it plays a more auxiliary role in the C-end market.

Cui Dongshu also said that the power exchange mode can bring good experience to high-end users and users in special scenes such as mines. However, the disadvantages are also obvious. Because there is almost no room for expansion of the structural freedom of the battery in vehicle design, it is very difficult to adapt all models.

Tong Zongqi believes that the travel scenarios and charging requirements of different models are different, and the charging infrastructure is also different. More attention should be paid to how the charging scenarios can serve more car owners.

"Overall, with the rapid development of new energy vehicles, there are many new opportunities in the field of charging and replacing electricity." Cui Dongshu said that the competition of charging and replacing systems in some places is fierce, which will also promote the development of new energy automobile industry in China to some extent. It occupies a lot of land and is unsanitary … We searched all over the Beijing breakfast car and found that there are problems to be solved.

The Beijing News (Reporter Chen Lin, Wu Tingting, Zhang Lu, Huang Zhecheng) There are many delicious foods in Beijing, but it is not easy to have a delicious breakfast anytime and anywhere. Recently, a "mobile dining car" appeared on the street of Beijing Financial Street, which attracted many people’s attention. From 7: 00 to 9: 30 in the morning, the "mobile dining car" sold traditional breakfasts and packages such as steamed stuffed buns, soybean milk and pancakes to solve the breakfast problems of surrounding white-collar workers and residents. The Beijing News reporter learned that this is the "mobile dining car" pilot of commercial convenience service facilities in Beijing after the "breakfast car" was clearly listed as "not encouraged".

The relevant person in charge of the Beijing Municipal Bureau of Commerce said that it is currently working with relevant departments to formulate the "rules of the game" for breakfast car 2.0. According to reports, in addition to the specific requirements for the hardware facilities of the "mobile dining car", the "exit mechanism" was put forward for the first time.

What is the operating status of the existing breakfast car? What do enterprises think of the new "mobile dining car"? The Beijing News reporter conducted a survey on this.

The subway station breakfast car does not "move" and covers an area all day.

According to a third-party survey, only about 20% of about 70,000 restaurants with complete licenses in Beijing operate breakfast. The "breakfast problem" has a long history, especially for office workers. After all, everyone needs to eat breakfast, but not everyone has the conditions and time to sit in a restaurant, so the mobile breakfast car is "just needed" for some citizens.

However, the reporter recently visited some crowded people in Beijing and found that many breakfast trucks currently in operation have lost the advantage of "mobility" and become occupied operations.

Recently, the reporter saw seven or eight customers waiting in line to buy breakfast next to the subway convenience car next to the E exit of Chongwenmen subway station in Dongcheng District. In the car, an egg-beaten hand-held cake was bubbling with oil on the iron plate. After a minute or two, the clerk added a sausage to the hand-held cake and handed it to a customer in a paper bag. Such a hand-grabbed cake with sausage and eggs costs 10 yuan. The convenience car also sells corn and sausage, which are sold in 5 yuan and 4 yuan respectively.

In Ciqikou Station, where Metro Line 5 and Line 7 transfer, and dongdan station, where Metro Line 1 and Line 5 transfer, the reporter found similar subway convenience cars. These convenience cars operate from about 6 am to evening, and the food sold in the morning generally includes porridge, soybean milk, eggs, hand-grabbed cakes, pancakes, steamed stuffed buns, corn and so on. A clerk told the reporter that these subway convenience cars are contracted by several companies, and special personnel are regularly sent to distribute ingredients.

At the Lishuiqiao Station of Metro Line 5, the reporter saw that there is a subway convenience car at the exit A and exit B of the station. The breakfast varieties sold include pancakes, hand-grabbed cakes, soy milk, sausages, etc., which are also operated all day. Ms. Zhang, who is buying breakfast, told reporters that she works near Ciqikou, and her daily commute time is about 1 hour, so she always solves breakfast before getting on the subway. "It’s quite convenient, but I’m a little tired of eating pancakes and hand-grabbed cakes. I hope I can add more varieties, such as porridge and steamed buns."

In the northwest, northeast and southeast corner of Guomao subway station, there is a subway convenience car, which operates from morning till night. Besides selling pancakes, steamed buns and porridge, there are also chewing gum and cigarettes.

Individual mobile breakfast trucks are worried about health. Merchants "sell one day is one day"

At 8 o’clock in the morning of April 28th, the reporter found a merchant who operated the "Golden Sanyuan" breakfast car in front of Wangjing Building. This breakfast truck mainly sells egg cakes and pancakes, as well as porridge, soybean milk, chicken chops, mineral water and drinks. The breakfast car is not big, and there are many packing boxes in it. The narrow space only allows one person to set up business in it. A piece of cake-filling code that has been branded is put aside, and the citizens who come to buy cakes are in an endless stream.

This breakfast car is located next to the bus stop in Huajiadi Beili, which is at the peak of work. Many passengers who get on and off the bus come here to buy breakfast. Ms. Guo, a citizen, told the reporter: "I usually don’t have time to make my own breakfast when I go to work. After getting off the bus, I buy a pancake or fill a cake in the breakfast car and make do with it."

However, the reporter noticed that the health of this breakfast car is worrying, its appearance has long been mottled, and the window that is tilted up looks dirty and greasy. There are also two foam boxes piled up behind the breakfast car, and the yellow tape wrapped outside is also stained with many stains.

"We started selling at 6 o’clock in the morning and closed at 9 o’clock." The merchant told the reporter that this breakfast car belongs to her aunt. "You ask me who will supervise it. I don’t know. I only know that I can’t sell it at 9 o’clock." For the future business, merchants seem to have no confidence. "Selling one day is one day, and it is estimated that they will have to withdraw soon. I think the city has been evacuated a lot, and there seems to be few Wangjing. "

There is a "Golden Sanyuan" convenience store at the entrance of Huajiadi Xili Community. Compared with the breakfast truck in front of Wangjing Building, this convenience store has a much larger area, and the food it sells is also egg-filled cakes, pancakes, drinks and porridge. Ms. Wu, a resident, told the reporter that in fact, in the early years, this convenience store did not sell ready-made food such as filling cakes. "Since my family moved to Wangjing in 2006, there has been this convenience store for at least 13 years this year. In the past, only packaged bread and biscuits were sold, but in summer, drinks and popsicles were sold more. It seems that it was only one or two years before I started selling cakes. "

Regarding the rent of the breakfast car and who will manage the operation, the young man who is planning a business in the store said: "Our boss is in Hebei, and I don’t know who will manage and how much the rent is. I also want to know where to rent this convenience store. I want to rent one myself."

Visit 3

Office workers who can’t afford to eat in the store prefer breakfast carts.

During the visit, many citizens told reporters that it was unrealistic to go to the store for breakfast because of the tight time in the morning, and they usually went to the subway station to buy it. Mr. Shao, a resident of Tiantongyuan, said that due to the tight time in the morning, breakfast can only be "eaten when eating" and occasionally go to the convenience car in front of the subway station.

The reporter saw at the junction of Xihuashi Street and Guorui North Road in Dongcheng District and at the junction of Xihuashi Street and Beiyangshikou Street that there were at least five breakfast shops on both sides of the street about 200 meters long. However, some citizens said that the subway convenience car is more convenient than the breakfast shop. Mr. Li, a citizen, took his girlfriend to the hospital near Chongwenmen subway station. Their breakfast was two hand-picked cakes bought from a convenience car. Mr. Li said that the breakfast shop is a little far from the subway station. When he is in a hurry to go to work, he usually buys breakfast at the convenience car. "I can buy breakfast on the way to the subway, so why bother to go to the breakfast shop?"

According to the investigation of the community business team in Beijing City Quadrant, it is the habit of many office workers to solve the breakfast problem in chain stores or convenience stores such as McDonald’s near the subway station. In the "Back to Heaven" area, a large number of office workers choose to buy breakfast at nearby traffic stations. Relying on traffic stations, it is the demand of many residents to lay out breakfast outlets on a large scale and form a certain aggregation effect.

The problem is that breakfast shops in Beijing are not evenly distributed. Zhang Xiyu, the person in charge of community business in Beijing City Quadrant, introduced that in July 2018, the city quadrant found that the breakfast outlets in Beijing were not only less than those in Shanghai, but also distributed in the east and west. Judging from the number of breakfast outlets per square kilometer, there are 24 in Dongcheng District, 19.4 in Xicheng District and 8.1 in Chaoyang District. Among the six districts in the city, the number of Dongcheng District is 6.3 times that of Fengtai District. From the perspective of population distribution density and regional functional planning, there are shortcomings in the layout of breakfast outlets in "Huitian" area, international trade, financial street, Shangdi, Yizhuang and other business districts and science and technology parks.

Investigation of CPPCC members

Tourists and unlicensed operators account for more than half of the breakfast market in Beijing.

"The breakfast market in Beijing is very large and the social demand is high, but someone needs to do it seriously." Hong Mingji, member of Beijing CPPCC and chief executive officer of Hexing Group Holdings Limited, said. According to his investigation, there are about 40,000 enterprises and individuals engaged in breakfast in the city, of which less than 5,000 are legally licensed and employ more than 20,000 people. Coupled with the early supply of school canteens, government agencies, hotels and business morning tea, the city’s daily breakfast supply is about 2 million people (excluding unlicensed tour operators), with a turnover of millions of yuan.

According to Hong BenQ’s survey, at present, the three modes of supply, namely, group stalls (tourists), breakfast shops and breakfast demonstration enterprises, account for the vast majority of the breakfast market in Beijing, with 58%, 18.5% and 14.5% of the service people respectively, and the market share of sales is 56%, 25.5% and 15.5% respectively. In other words, tourists, unlicensed operators and individuals who outsource breakfast account for more than 50% of the breakfast market.

Another current situation is that many formal enterprises that run breakfast are not optimistic and have no profit at all. This is because there are not many regular catering enterprises in the city, especially in crowded places, and tourists set up stalls wherever there are many people. Although it is convenient and cheap, the food hygiene problem is worrying.

At the "two sessions" in Beijing in 2018, Hong Mingji put forward the proposal of "cooperating with Beijing to ease the convenience of adding convenience parking spots for breakfast". "The government should give priority to the operation of chain catering enterprises that have the ability to distribute goods in a unified way, set up temporary breakfast car sales points in places with large crowds, and operate them at regular intervals, and also emphasize that breakfast cars’ cannot be outsourced or subletted’". Hong Mingji said.

Hong Mingji’s proposal has attracted the attention of relevant departments. Recently, Beijing’s newly launched commercial convenience service facility "mobile dining car" project began to be piloted in Beijing Financial Street. The pilot "mobile dining car" is a new energy vehicle, with a cost of nearly 700,000 yuan, solar refrigeration, an interior area of 6 square meters, self-contained water and electricity, sewage and garbage disposal facilities, and can be made on site.

The Beijing News reporter saw at the scene that the dining car is open from 7: 00 to 9: 30 in the morning. In addition to traditional breakfasts such as buns, soy milk and pancakes, there are also set meals. A cup of soybean milk, 4 yuan, and a meat steamed stuffed bun, 3 yuan, will be enough to eat around 10 yuan.

Beijing Municipal Bureau of Commerce: Formulating the "Rules of the Game" of Breakfast Car Version 2.0.

According to the relevant person in charge of the Beijing Municipal Bureau of Commerce, Beijing is exploring ways to support brands and chain catering enterprises, set up standardized and safe mobile catering sales vehicles in communities and other places where convenient breakfast outlets are not perfect, and sell breakfast uniformly distributed by the central kitchen at a specified time and in a specified area. The person in charge admitted that the breakfast car 1.0 launched earlier in Beijing was indeed a "failure" because there was "no exit mechanism". At present, the breakfast car 2.0 to be promoted should first formulate technical specifications, "first formulate the rules of the game."

The above-mentioned person in charge did not disclose more details, but the Beijing News reporter learned from some chain catering enterprises that "new energy vehicles, water supply and drainage, and on-site production" are the basic requirements of the 2.0 version of the breakfast car.

Fu Jun, director of public affairs department of Beijing Yoshinoya, said that Yoshinoya has undertaken the operation of some new breakfast cars in Beijing. "The design of the mobile dining car is not limited to selling breakfast, but it can be operated all day," Fu Jun said. According to the idea, the dining car sells breakfast for two hours in crowded places during the morning rush hour, and at noon, it is evacuated to residential office buildings, tourist attractions or crowded places with imperfect supporting facilities to sell packages; At night, you can drive to the neighborhood to sell clean vegetables or simple meals. The service personnel in the car can recruit "4050" personnel nearby to do hourly work to solve the employment problem of some community residents.

However, some business leaders said that the cost of a breakfast car is hundreds of thousands of yuan, which is too high. Selling breakfast does not make money.

Liu Jingjing, Chairman of Jiahe Yipin, bluntly said that the price of breakfast should not be set too high, otherwise consumers would not accept it, so the profit is very thin, and it is difficult to make a profit by operating breakfast alone. Therefore, the breakfast car does not have to be made on the spot, and it can be delivered by the store. In the East Street Store in Zhanqian, Shunyi District, Jiahe Yipin, the reporter saw the breakfast car designed by the company itself, which will be moved to the subway station several hundred meters away for sale during the breakfast time. This breakfast car is a tricycle with a small counter, which provides packages for 6 yuan, 8 yuan and 10 yuan, and is delivered by the store. However, Liu Jingjing also said that this kind of breakfast car has not been approved by the government, so most of the cars can only be piled up in the warehouse.

background

Past lives of Beijing "Breakfast Car"

According to media reports, in September 2002, Beijing started the breakfast project, proposing to set up breakfast kiosks and breakfast carts in communities and streets where citizens gather, and designated catering enterprises will distribute breakfast uniformly, thus solving the problems of difficulty and unsanitary breakfast for Beijingers. In the end, five companies, Shougang Catering, Malan Lamian Noodles, Qianxihe Catering, Jackie Chan Huatian and Jin Sanyuan, won the bid and became breakfast distribution units. Beijing has set up more than 800 regular breakfast car (kiosk) outlets throughout the city.

A person in charge of a catering enterprise who asked not to be named said that the breakfast car of the winning enterprise was still based on "subcontracting operation", and finally it became a "couple’s shop". After that, the breakfast car continued to explode problems such as encroachment on public space, inadequate management and hidden dangers in food safety.

In 2009, Beijing launched a new round of bidding for breakfast demonstration project. In some media reports, the "elimination theory" of breakfast trucks appeared for the first time. Subsequently, the former Beijing Municipal Commission of Commerce came forward to refute the rumor, saying that in the future, it would adopt a variety of breakfast shop business models, and for some areas that did not meet the conditions for building stores and did not meet the urban development plan, it would continue to set up breakfast kiosks and breakfast carts.

In July, 2012, with the smooth development of the breakfast demonstration work, problems such as the difficulty in ensuring hygiene once again pushed the breakfast cart to the forefront. Both the common "eggshell" breakfast kiosk next to the subway station and the roadside breakfast cart for processing and making egg cakes were listed as "discouraged" breakfast formats.

Various districts have also started to clean up the informal breakfast trucks one after another, and stopped the approval of new roadside breakfast trucks and kiosks. According to media reports, from mid-July, 2015, Dongcheng District tried to remove 14 breakfast car outlets in Qianmen area and replace breakfast cars with surrounding fast food stores. Before the end of June 2016, 93 breakfast trucks in Dongcheng District were withdrawn and breakfast shops were used to provide breakfast for the public. As of August 2016, a total of 263 breakfast trucks have withdrawn from Dongcheng District and Xicheng District. According to media reports, since the second half of that year, the "retreat into the store" of breakfast cars has gradually expanded to the four districts of Chaohai Fengshi, and finally all breakfast cars in the city will be removed.

reporters’ notes

Some breakfast trucks in camp have changed hands many times, and the property rights are unknown.

The reporter saw the Golden Sanyuan Breakfast Car in Wangjing area, and its affiliated company was one of the five companies that initially won the bid for the Beijing Breakfast Project. It is understood that when Jin Sanyuan was brilliant, there were more than 350 breakfast trucks with a daily turnover of more than 100,000 yuan, but later it fell into a loss and was acquired by a company called Jiamingjia.

However, at present, there are still three gold breakfast carts in operation on the streets of Beijing. When asked about property rights, most of the operators are ignorant and have already changed hands. The reporter called the recruitment hotline and supervision telephone number on the "Jin Sanyuan" convenience store and found that both telephones were empty. Searching for "Beijing Jinsanyuan Sunshine Catering Co., Ltd." through Beijing Enterprise Credit Information Network, a total of 10 related information were found, all of which were breakfast kiosks of the company, located in Sanlitun, Nanmofang, Tuanjiehu, Jiuxianqiao, Asian Games Village, Heping Street, Anzhen and other places, of which five "Jinsanyuan" showed that their business licenses were revoked and the other five showed "opening".

As for why it was closed, the reporter found Mr. Li, the person in charge of Sanlitun Breakfast Pavilion. He told reporters that at the beginning of last year, he was informed that the breakfast kiosk occupied the road and did not meet the requirements, so he could not do it any more. The person in charge of another "Golden Sanyuan" in Sanlitun and the person in charge of Tuanjiehu Store also said that they closed the store for the same reason.

Judging from the operation time of these stores, they basically opened their stores from 2003 to 2004, and the latest one was established in 2010. Mr. Li introduced that at the beginning, he spent 30,000 yuan to "buy out" the breakfast car for business. At the beginning, the food of the breakfast car was uniformly distributed by Jin Sanyuan Sunshine Catering Co., Ltd., and he did not make breakfast himself. "Later, it seemed that Jin Sanyuan was yellow, and the distribution was broken." Mr. Li’s statement was recognized by several other operators.

In many places in Inner Mongolia, the scale of non-staff personnel was thoroughly investigated, and some personnel were streamlined.

Recently, many places in Inner Mongolia have released the progress of "statistics of supernumerary personnel and expenditures of government agencies and institutions". Based on the information published in some areas, at the same time, we also eliminated non-staff personnel who did not meet the employment requirements to implement total control.

For example, the news from the Finance Bureau of Wulanhaote City on March 23 said that the Office of the Organizational Establishment Committee of Wulanhaote Municipal Committee and the Finance Bureau of Wulanhaote City jointly carried out statistics on the supernumerary personnel and expenditures of government agencies and institutions throughout the city, aiming to find out the employment and expenditures of supernumerary personnel in various units and further strengthen the management of supernumerary personnel. This work has positive practical significance in establishing an economical government.

The Finance Bureau of Wulanhaote City said that during this survey, some external employees who did not meet the employment requirements, employment time, employment positions and did not sign labor contracts were exposed and cleared, which further standardized the identity of employees, and those who were employed through market-oriented methods such as labor dispatch, retirement and re-employment, and government purchase services were no longer included in the statistics of supernumerary personnel, which reduced the risk of government employment and realized the streamlining and "slimming" of the government itself. In addition, the statistics of supernumerary personnel and funds, taking June 30, 2022 as the time node, locked the supernumerary personnel base and total funds. On this basis, the number of supernumerary employees will be reduced rather than increased, which is conducive to the two-way control of the number and funds of supernumerary employees, and the saved financial funds will be really used in the "cutting edge". In the long run, it will reduce the government’s labor cost and promote the establishment of a resource-saving government.

"By streamlining and strictly controlling the supernumerary personnel, the cadres and workers in the ranks can be encouraged to further exert their subjective initiative, undertake more work and responsibilities, improve work efficiency, and effectively curb the phenomenon of overstaffing in government agencies and institutions, which is of great benefit to improving the work style of government agencies and institutions, personnel training and echelon construction." The Finance Bureau of Wulanhaote City said that the next step will be to continue to actively perform their duties, closely follow the instructions of superiors, and further tighten the responsibility for the management of supernumerary personnel in light of local conditions.

The statistics of supernumerary personnel and expenses are based on June 30, 2022, and the statistics are based on the actual number of people at that time. In addition, the expenditure is calculated by multiplying the actual salary of non-staff personnel in June 2022 and the social security contributions and housing provident fund contributions borne by the unit by 12. This news was confirmed by Zhuozi County Finance Bureau of Wulanchabu City.

In accordance with the requirements of the Notice of the Office of the Organizational Establishment Committee of the Party Committee of the Inner Mongolia Autonomous Region of the Ministry of Finance on Doing a Good Job in Statistics of Non-staff Personnel and Expenditure of Organs and Institutions, the Bureau began to carry out statistics of non-staff personnel and expenditure of organs and institutions in mid-February. At present, relevant work is in progress.

According to the introduction of the editorial office of Wuyuan County Committee of Bayannaoer City, the editorial office of the county party Committee contacted the county finance bureau for the first time in this survey, collected the employment information of the supernumerary employees of all units in a unified way, sorted the personnel in strict accordance with the recruitment requirements, examination conditions, service years and other rules and regulations and audit procedures, eliminated those who did not meet the employment requirements, cleared up some resigned and retired personnel, and effectively controlled the number of supernumerary employees within a reasonable range.

"Through the preliminary data, we will make overall consideration of the resources in-house and out-of-office, and in order to maximize the use efficiency of the resources, we will accurately count the number of non-staff personnel in the employer again in combination with the specific situation of the number of personnel in each unit and the actual number." The editorial office of Wuyuan County Committee introduced that in the statistical process, according to the adaptability of the employer’s supernumerary employment allocation and job responsibilities, the supernumerary personnel who are overstaffed and have no practical effect are reasonably streamlined.

Urad Houqi, which belongs to Bayannaoer City, said when introducing relevant work, the editorial office of the Banner Committee, on the basis of a thorough investigation on June 30, 2022, will once again sort out the specific situation and scale of the existing supernumerary employees together with the financial department, and verify the supernumerary employment situation through the data of financial support personnel, lock in the personnel base, and ensure that the scale and total amount of supernumerary employees are under double control, only reducing or not increasing.
