CCTV News:In order to further strengthen the standardized management of branches (representatives) of national social organizations, the Ministry of Civil Affairs issued a notice yesterday (7th), requiring all national social organizations not to set up regional branches, branches not to open bank accounts, and not to formulate separate articles of association.
The circular requires that all national social organizations shall not set up regional branches, set up branches (representative offices) under branches (representative offices) or set up branches (representative offices) in disguised form in the name of study groups, working groups and volunteer service teams, and shall not make and issue legal person registration certificates for branches (representative offices).
Branches (representatives) of social organizations may not open bank accounts and formulate articles of association.
A branch (representative) of a social organization is an integral part of a social organization. It does not have legal person status, may not open a bank account, may not formulate separate articles of association, and may not be named by such names as "center", "alliance" and "research society" that are easily confused with various legal person organizations.
For the illegal establishment of branches (representative offices) and the illegal activities of branches (representative offices), the Ministry of Civil Affairs will comprehensively use administrative punishment, credit punishment and other measures to further increase the punishment.
