Develop a positive and healthy inner-party political culture, carry forward the values of loyalty, honesty, fairness and decency, seeking truth from facts, honesty and integrity, and resolutely resist the erosion of the principle of commodity exchange on inner-party life. In the process of changing the national and provincial people’s congresses, governments and CPPCC, it is necessary to conscientiously implement the requirements of the CPC Central Committee that "the opinions of discipline inspection and supervision organs must be listened to, and complaints and reports with specific clues must be investigated", strictly control the candidates’ political integrity, integrity and image, and strictly guard against and seriously investigate and deal with acts such as canvassing, bribery and sabotage of elections. Take the selection and employment situation as the focus of daily supervision, patrol supervision and stationing supervision, do a solid job in basic work, dynamically update the archives database of the top leaders and reserve cadres in key positions, reply to the opinions on party style and clean government, ensure the implementation of cadre standards and establish a correct orientation for employing people.

Focus on improving the supervision system of the party and the state. The fundamental purpose of deepening the reform of the state supervision system is to strengthen the party’s unified leadership over anti-corruption work and promote the modernization of the state governance system and governance capacity. It is necessary to further improve the working system, decision-making mechanism and implementation measures of the anti-corruption led by the party, establish a system for analyzing and judging the political and ecological situation in the region and listening to reports on major cases, and strictly control the decision-making on the review, investigation and disposal of serious violations of discipline and law by management cadres at the same level. Supervisory committees at all levels should strictly implement the Constitution and the supervisory law, improve relevant laws and regulations, strictly control facts, procedures and the application of laws, and improve the level of legalization of anti-corruption work. Make greater efforts to oppose formalism and bureaucracy, closely link with the reality of regions and departments, not only solve old problems, but also detect new ones, focusing on correcting some leading cadres who cherish feathers, avoid problems, are lazy and do nothing, and some grassroots cadres do nothing, act indiscriminately, and push around coldly. If the attitude is too high, the actions are too few, the implementation is poor, which hinders the implementation of the major policies of the CPC Central Committee, and the people react strongly, causing serious consequences, we should seize the typical, resolutely blame and form a deterrent.Resolutely oppose privileged thoughts and privileged phenomena, educate and guide leading cadres in party member to correctly treat and handle the relationship between public and private, righteousness and benefit, honesty and corruption, frugality and extravagance, bitterness and pleasure, and intimacy and purity, strictly discipline themselves, strictly educate and manage relatives and staff around them, and never let privileged behaviors grow and spread.
Education guides party member cadres to strengthen the feelings of the masses.
